The following provisions are enacted in direct accordance with the White-Gold Concordat, the binding treaty concluded between the Empire of Tamriel and the Aldmeri Dominion. These statutes carry the full force of Imperial law and are to be enforced throughout all territories subject to Imperial jurisdiction. Enforcement of Concordat provisions may be exercised jointly by Imperial authorities and duly appointed agents of the Thalmor.

Talos Worship
§
Definition
The act of worshipping, venerating, or preaching the divinity of Talos, formerly known as Tiber Septim, in any form. This includes the display of Talos iconography for devotional purposes, the conducting of Talos rites or ceremonies, and the proselytising of Talos worship to others.

Low
Confiscation of symbols.
Medium
Long-term imprisonment under Thalmor authority.
High
Charges elevated to Sedition or Treason, punished accordingly under Imperial oversight, where the act constitutes organised promotion or leadership of Talos worship.
Definition
In accordance with the binding terms of the White-Gold Concordat, the organisation formerly known as the Blades is hereby declared dissolved and unlawful within all territories subject to Imperial jurisdiction. The following acts constitute criminal violation:
Penalty
As per Sedition, Treason, or High Treason.
Claiming membership in or authority from the Blades.
Recruitment for or reconstitution of the organisation.
Harbouring or concealing known members.
Coordinating with former agents for political, military, or intelligence purposes.
Possession of official Blades insignia, command documents, or operational records for purposes of organisation or revival.
